Duterte: Corruption in PCSO under Aquino term cost gov't P7B a year

The government was allegedly losing over P7 billion a year in the Philippine Charity Sweepstakes (PCSO) during the administration of former President Benigno Aquino III due to corruption. President Rodrigo Duterte revealed this during his talk to the troops at Camp Tecson in San Miguel, Bulacan on Friday.
“As a matter of fact, itong Philippine Charity Sweepstakes, binaboy ‘yan ng mga sindikato pati ‘yung mga, ‘yung mga gangster dito na big time sa Pilipinas (was used by the syndicates and big-time gangsters in the Philippines),” he said.
Duterte said he has tapped retired Maj. Gen. Alexander Balutan, who was earlier reported to head the Bureau of Corrections, as general manager of PCSO to “kill” corrupt officials of the state-run lottery agency.
“So we were losing about 20 million a day,” he said.

“Yung lotto, sinakyan nila ng jueteng, pero sila rin ang humawak (They controlled both the lotto and jueteng) and they were granted that right by previous government. We were losing billions of pesos a year in taxes,” he said.
Margarita Juico was the former chairperson of PCSO during the term of Aquino and was replaced by Erineo “Ayong” Maliksi in 2015.



In July 2016, the Office of the Ombudsman filed graft charges against former and incumbent officials of PCSO, including its Maliksi and Juico, over the extension of contracts for the lease of lottery terminals without public bidding. In 20102, former President Gloria Macapagal-Arroyo was charged with plunder in the alleged misuse of P366 million in the state-run lottery funds that went to “fictitious” expenses in the last two and a half years of her term. Duterte earlier said that he was looking for the “one” who has the guts to get rid of crooks plaguing one of the juiciest agencies of the government.

Ex-DILG Chief Warns Trillanes: After De Lima, He Is Next! MUST READ!

Former Department of Interior and Local Government Chief Rafael Alunan III has been posting constantly on his Facebook wall about his oppositions and negations toward Senator Leila De Lima.

On a recent post this Sunday, the ex-chief mentioned a new name, who is Senator Antonio Trillanes III.

"I think that after De Lima is finally indicted as someone who abetted drugs and crime as Secretary of Justice of all things, to speed up the wheels of real justice, the next one to be dealt with is Trillanes." he said on the said post.

Alunan also believes that the Trillanes' own culpability alleged to be treason, fraudulence, calumny and subversion that are to be looked into.

Prior to his grudge about the controversial Sen. De Lima, Alunan ridiculed the irony on how De Lima passed the bar examinations and claimed that charges against her are already being filed.

"The criminal justice system must work for the interests of the nation, without fear or favour, and not for those who mock justice," the ex-chief stated on the house probe on the proliferation of drugs in the New Bilibid Prison while De Lima was Secretary of Justice is ongoing.

Rody on killings: Don’t look at me

MANILA, Philippines - With the International Criminal Court (ICC)’s chief prosecutor warning that anyone involved in extrajudicial killings in the Philippines would be held accountable, President Duterte yesterday washed his hands of the deaths.

Responding to the warning of the ICC’s Fatou Bensouda, Duterte explained that he has openly encouraged police to go after drug suspects and kill them only if they resist arrest.

“Now they say there are already 3,000 people who were killed. Three thousand? Who killed them? I don’t know, but why are they pointing at me, blaming me for those deaths?” the President said in a speech in Basco, Batanes where he visited the victims of a recent typhoon.

Duterte has been up in arms over criticisms raised by the United Nations, United States and the European Union over his bloody campaign against illegal drugs.

The President and his officials have said he cannot be prosecuted before an international court for crimes against humanity in connection with the drug deaths, amid reports that certain groups are pushing for his prosecution.


More than 3,000 suspected drug offenders and users have been killed since Duterte’s June 30 inauguration. Critics are alarmed at the sheer number whose deaths have been attributed to vigilantes, and the President’s apparent support for the killings.

Feeling insulted, the President berated UN Secretary General Ban Ki-moon, US President Barack Obama and the EU representatives for meddling in local affairs.

“Now, who were those kind of people who were killed? Were they from the government? No, not yet 3,000, we haven’t even reached that far… this is only just the beginning,” Duterte said, referring to the number of killings attributed to his war on drugs.

Duterte added human rights advocates should look at the situation and compare the fatalities to the victims of rape and other brutal crimes committed by drug-crazed individuals.

A multi-billion industry

Duterte stressed illegal drugs in the country are a multibillion-peso industry that he is seeking to destroy.

Computing the P200 per hit of shabu, multiplied by the estimated number of users, Duterte said the shabu industry is a P216-billion industry a year – victimizing families and breaking relationships.

“I’ll give you a simple computation. At P200 per hit for one day, that is P6,000 a month per person times (3-million)... that is P18 billion a month. Times 12, that is P216 billion a year,” he said.

Duterte, however, stopped short of lambasting the United States and the EU anew over the extrajudicial killings.

“Now, they will say that I am threatening the European Union. They are using that ‘this politician is threatening the criminals to death.’ There is nothing wrong in threatening criminals to death,” said Duterte, a former prosecutor and mayor.

“By that statement alone, when you said: ‘I will kill criminals so stop fooling around’. It is a perfect statement, then they want to implicate me for that statement,” he said.

Duterte said he cannot be tried for a supposed violation which is not classified as a crime in the Philippines.

“That’s why I am angry, and I keep on cursing them,” he said.

Malacañang yesterday maintained there are no state-sanctioned killings of suspected drug offenders.

“Drug-related killings, including vigilante killings, are not state-sanctioned. Many of those who died were killed during legitimate police operations, which are currently undergoing investigation as directed by the President,” Communications Secretary Martin Andanar said.

He said that even congressional leaders, in conducting an inquiry into the killings, saw no proof that the killings were state-sponsored.

“In any case, the President has articulated that he is willing to submit himself to an investigation before any body,” Andanar added.

The ICC has warned Duterte that he could face prosecution over extrajudicial killings in his deadly crackdown on drugs that has left more than 3,000 Filipinos dead since July 1.

Bensouda said she was deeply concerned over reports of thousands of alleged killings in the Philippines and statements by government officials who she said “seemed to condone such killings.”

“Any person in the Philippines who incites or engages in acts of mass violence including ordering, requesting, encouraging or contributing, in any manner, to the commission of crimes within the jurisdiction of the [court] is potentially liable to prosecution before the court,” Bensouda said.

The Philippines is a member-state of the ICC in The Hague, which has the authority to prosecute individuals for crimes of genocide, crimes against humanity and war crimes.

Duterte then tossed the blame to allies of former president Benigno Aquino III, accusing them of launching a black propaganda campaign against him ahead of the May elections.

He also recalled how his opponents, including Sen. Antonio Trillanes IV, “threw garbage” at him, referring to supposed exposés on his alleged huge bank accounts.

“The yellows started it all, then they rode on the issue. Remember that it was not an issue against me. It was only (used) after I keep hitting the (high) ratings. Then the garbage of Trillanes surfaced,” Duterte said.

Rody: Don’t threaten me with rally

Talk of ousting Duterte also persists in the country, particularly in Metro Manila, barley four months into his six-year term.

A group of Filipino businessmen in New York was reportedly hatching a plan to oust Duterte early next year.

In response, Duterte yesterday told Manila residents not to threaten him with a rally.

He said that if he gets ousted in a year or two, he would accept it as part of God’s plan for him or as part of his destiny.

“Huwag ninyo akong takutin ’yang mga taga Manila na mag rally kayo next year paalisin niyo ’yan. Kasi pag napaalis ako, that is part of my destiny (people of Manila, don’t threaten me with a rally to oust me next year. If I would be ousted, that is part of my destiny),” he said in Batanes.

“Hindi ko (alam) bakit ako nanalo (I do not know how I won) without the money and effective machinery. And I would say ‘it’s the Lord. God gave it (presidency) to me’,” he added.

News broke out just now that a senator’s name is allegedly mentioned in a record book of drug transactions of an arrested mayor who was part of the links in the drug trade, a police chief confirmed. 

Former mayor Rolando Espinosa’s logbook of transactions included the name of a high-profile senator, according to Jovie Espenido who is the police chief of the town Albuera in Leyte

Espinosa was arrested last October 5 and was charged with illegal possession of dangerous drugs and firearms. 

Mayor Espinosa has been tagged by President Rodrigo Duterte as one of the protectors of illegal drug activities.

"May [pangalan ng] senador nga nakita ko - dating secretary ng DOJ [Department of Justice] siguro iyon," police chief Espenido said.  

[Translation: I saw [the name of] a senator - perhaps that of a former Department of Justice Secretary.] 

Despite his attempt for discretion, it is not unknown to the people that Senator Leila De Lima is the only senator to have held a position of secretary in the Department of Justice during the previous administration of former President Benigno Aquino III.



The police chief's statement comes after he filed on Wednesday a case of illegal possession of dangerous drugs against De Lima before the Ombudsman in the Tacloban City, the provincial capital of Leyte.

De Lima, who has been accused by inmates at the national penitentiary of having received money from illegal drugs to fund her senatorial bid, has denied links to the illegal drug trade.

Vice Mayor Paolo Duterte Negative On Drug Test: 'Where is Trillanes' Drug Test?'

Davao City Vice Mayor Paolo Duterte together with his councilors were all cleared on the allegations that he was a drug addict. He accepted Senator Antonio Trillanes' challenge to undergo a thorough drug test both urine and blood exams.





The certain tests were conducted by Philippine Drug Enforcement Agency (PDEA). According to Paolo Duterte, "I encourage them to undergo the more precise examinations available in Metro Manila," referring to Davao City councilors to support his father's campaign against illegal drugs.

The young Duterte has come to believe that having a drug test at PDEA is more strict and accurate as it detects people's urine, blood and even hair follicles if one person is using illegal drugs or not.

After Senator Trillanes challenged the Vice Mayor of Davao City, netizens now wonder where is the result of drug test of the senator? Did he undergo both urine and blood tests?

Trillanes had been reported all over the social media on the allegations that he was a cocaine user, though these reports have not been validated. But netizens wanted to see that he was not under the influence of illegal drugs.

Duterte confirms someone in his family used drugs. Guess who

President Rodrigo Duterte has confirmed that someone in his family used illegal drugs— but that person’s no longer alive. In his speech before politikos and newly appointed officers of the League of Municipalities of the Pilippines Tuesday (Oct. 11), Duterte revealed that his grandfather used opium. He disclosed his grandfather’s use of illegal drugs as he recalled Hong Kong’s difficulty in solving the illegal drug menace after an English company had the monopoly of the opium trade. “It’s like a case of Hong Kong noon when there was this English company given the sole right to sell opium. It took the Chinese four generations to entirely wipe out, including my grandfather. Nago-opium ‘yun. Noon kasi nahuli eh, maliit pa ako pero malakas na mag mahjong, malakas pang magyot-yot ng opium ang buwang,” Duterte said. The campaign to wipe out illegal drugs has been one of the priority programs of the current administration. Duterte has repeatedly said he wants to solve the drug menace in the country because it destroys society and so it could no longer affect future generations.


‘We knew De Lima received drug money as early as 2012’

National Bureau of Investigation (NBI) Deputy Directors Reynaldo Esmeralda and Ruel Lasala admitted they already knew that drug money was being delivered to then Justice Secretary Leila de Lima as early as 2012. “But its useless kung ia-announce mo during that time dahil very powerful si De Lima at that time,” Esmeralda lamented. The two former officials have filed drug raps against De Lima and NBI Deputy Director Rafael Ragos regarding the proliferation of illegal drugs at the New Bilibid Prison (NBP). They believe that this was the real reason why they were sacked by De Lima in 2014 on the ground of integrity issues due to alleged links with prok barrel scam brains Janet Lim Napoles. De Lima is now a senator. “As early as 2012 alam na namin yung impormasyon na yun e. Precisely yun ang analysis namin kaya inalis na kami sa NBI,” he said. They claimed that they did not file the drug raps just to get back at De Lima for firing them.

Now De Lima wants police to use megaphones in arresting criminals

Leila de Lima has just redefined the boundaries of idiocy by filing a bill that seeks to, among others, make it mandatory for the police to use megaphones in issuing warnings to criminals before they can arrest them. How exactly De Lima envisions this to work is not very clear to me (and I suspect neither is it with her), particularly in cases where police operations are done undercover – such as in a buy-bust situation – and life or death are decided in a split-second. This is the kind of sloppy legislation Filipinos are bound to get when we keep electing idiots into office. Looking at the past record of De Lima, where as Secretary of the Department of Justice she allowed the proliferation of illegal drugs within the penal system itself, it is no surprise that this is the kind of laws that she wants to pass. While she continues to deny her involvement, the eye-witness testimonies of several inmates and former prison officials – including those who admit to handing millions of pesos directly to her – is just too much to overcome. The time for her reckoning is coming up fast, and all she is doing is trying to stay afloat at this point. And literally praying for a miracle that would save her ass.


For now, aside saving from her own neck, De Lima’s other main preoccupation appears to be how to protect the rights of the criminals she coddled for six years. Perhaps this is a prelude, or maybe even a premonition on her part as to her own impending future as the state’s guest in Muntinlupa. The recent filing of drug charges against De Lima and seven others, by the very office that she formerly headed seems to indicate that the end is near for this faux human rights crusader. And if there is any justice in the world, maybe Secretary Aguirre can bring a megaphone the next time he visits the senate. That’s one announcement about De Lima that we will eagerly await.

JUSTICE Secretary Vitaliano Aguirre II shrugged off the recent remarks of Senator Leila de Lima accusing him of being a "master of fakery." In a press conference on Wednesday, Aguirre said, "I might be losing my hair but she is losing her mind." In a statement after the filing of the complaints against her and seven others before the Department of Justice (DOJ) on Tuesday, De Lima criticized once again the Justice Secretary. She said the complaints should have been filed in the Ombudsman, as it is has the primary jurisdiction on cases involving government officials. De Lima also said she does not trust the secretary anymore, as he is the master of fakery. "Pag wala siyang makatuwiran, puro mga general statement, denials, nagpepersonal. Di man lang sinabi kung ano yung finake ko," Aguirre said. Aguirre challenged de Lima to answer the allegations against her that she had coddled drug lords during her tenure as the DOJ chief. "Senator de Lima ayusin mo pagdepensa mo, Hindi yang lahat na lang ng testigo, paid, tortured, pressured. Hindi ganyan ang pagdepensa... Ang sagutin mo 'yung mga alegasyon sayo," Aguirre said.


De Lima and seven others are now facing drug trafficking charges before the DOJ for their alleged involvement in illegal drugs. The seven others were former Justice Undersecretary Francisco Baraan III, former Bureau of Corrections chief Franklin Bucayu, De Lima's former security aides Ronnie Dayan, Joenel Sanchez and Jose Adrian Dera, Bucayu's alleged bagman Colonel Wilfredo Ely and Bilibid top inmate Jaybee Sebastian.

Ranhilio Aquino frowned on CBCP’s seeming glorification of De Lima, especially after a photo of the senator speaking at the pulpit after a mass was held at the CBCP headquarters’ chapel was posted on social media. De Lima spoke about her opposition to death penalty following the mass. To a netizen’s query on whether it was right for a politiko to use the chapel to speak on their advocacies, Aquino said: “There are others who could have been invited to speak against the death penalty.” “Why not invite a moral theologian? Why not invite an international law expert? Why de Lima at a time that she is under fire? The priests could have made a better choice,” he added. Since attending the mass at the CBCP chapel, De Lima has been visiting prominent Catholic schools in Metro Manila to talk about human rights and death penalty. Unsurprisingly, she also mentions in her speech her supposed vilification by no less than President Rodrigo Duterte and the administration’s alleged attempt to persecute her.

VIRAL: Maid Sitting by Herself while Employer's Family Eats

A photo showing a young maid sitting by herself as her employer’s family eats in a diner has earned thousands of reactions.

The woman, according to the man who posted the photo, was a domestic helper in Indonesia and sat alone as her employers ate dinner at another table.
Michael Fanny, who posted the photo on his Facebook page, wrote in his caption:
“Your Pembantu (helper) is part of your life. a reflection of your humanity. Imagine you are in their position, no phone to hold, not invited to eat, Eyes just looking around. They chew while we swallow.”

He said people must love their maids, drivers, and gardeners.
“Life is not about profits and loss, it is not about ourselves. By sharing a little of what we have then we are sharing the love of God, ” he added.
“Life is born of giving,” he ended.
Domestic helpers make up a huge percentage of the workforce in Indonesia. Most are young women from rural areas. (Source)

After three months in office, President Rodrigo Duterte saw his trust ratings dip, but still enjoys the trust of more than four out of five Filipinos, a survey by pollster Social Weather Stations showed. SWS’ survey conducted Sept. 24 to 27 with 1,200 respondents showed Duterte’s public trust rating was an “excellent” net +76, with 83 percent having much trust and 8 percent with little trust, and 9 percent undecided. He got an “excellent” +92 in Mindanao, +73 in Visayas, and +76 in Metro Manila; and a “very good” +69 in Balance Luzon from an “excellent” +75.


His net ratings also remained “excellent” in rural areas at +77 and +75 in urban areas. By socioeconomic class, his net trust rating stayed “excellent” in Class D at +78; +72 in Class ABC; and “very good” +67 in Class E. Among gender, his numbers were an “excellent” +77 among men and +74 among women. He still enjoyed high net trust ratings among respondents in terms of age and education. The survey had sampling error margins of ±3 points for national percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas and Mindanao.

De Lima’s ‘sex video’ on sale in Quiapo

The alleged sex video of Senator Leila de Lima has found its way to the streets, with DVD copies being sold on the sly in Quiapo City for P150 or the price of a two-piece Chicken Joy with rice. A tweet posted by dzMM radio reporter Dennis Datu Tuesday (Oct. 11) showed De Lima’s photo on the sleeve of the DVD of her alleged sex video. Snippets of the sexual acts purportedly shown in the video surround the senator’s portrait on the DVD’s cover. De Lima’s former security aide, Joenel Sanchez, described the contents of his erstwhile boss’ alleged sex video during the House of Representatives’ hearing on the illegal drug trade inside the New Bilibid Prison (NBP) last Oct. 6. ‎ Sanchez said the two videos he saw on the cellphone left by De Lima’s alleged lover and former bodyguard, Ronnie Dayan, in 2012 featured the then-justice secretary standing naked inside a bathroom and giving “BJ” to Dayan. De Lima has repeatedly denied having a sex video.

Sebastian claimed hearing the senator call Sanchez “sweetie” at one point. De Lima, however, denied uttering such a term of endearment. “Wala mga first name..mga code, code on the security aspect not code on romantic things,” she said. Aside from Sanchez and a certain “Makoy,” De Lima was also alleged to have had a relationship with her former driver, Ronnie Dayan, and another member of her security team, Warren Cristobal.

The testimonies of convicted criminals linking Sen. Leila de Lima to illegal drugs may carry much weight if they are taken as a whole, Sen. Panfilo Lacson said Monday. Lacson said the statements of convicts including Jaybee Sebastian and Herbert Colanggo appear to complement each other, at this stage of the House hearings. “Mabigat. Di lang kay Jaybee, pati ibang testimonies. Di natin alam as of now kung totoo pero sabi nga ni Rep. Veloso, (kung) standalone walang value ang mga statements. Pero pag tinahi-tahi mo, meron kang mabubuo na conclusion,” he said. He also said that while the convicts’ testimonies may be doubtful, he cannot just dismiss what they said as hogwash. Lacson particularly noted two agents of the National Bureau of Investigation had testified about giving payoffs to de Lima. “Kung ako personally from an investigator’s point of view, hindi mo pwede i-dismiss ang allegations na hogwash. Pwede sabihin natin e mga preso, mga convicted yan. How about the NBI agents who issued their affidavits?” he said.

Sweetie: Sebastian bares Leila de Lima, Joenel Sanchez ‘kilig’ moments

Convicted kidnapper Jaybee Sebastian bared that Joenel Sanchez was more than a driver-security escort of then Justice Secretary Leila de Lima, the Presidential Security Guard member was a lover of the senator. In his testimony at the House committee on justice, Sebastian confirmed that de Lima and Sanchez were lovers. “Habang kaming tatlo ni Junel at Sec. de Lima ay nagkwentuhan, may mga pagkakataon na nakita ko silang daalaw na naghoholding hands at narinig ko na tinawag ni Sec. de Lia si Junel na ‘sweetie’.Sa puntong iyon, doon ko napagtanto na sila ay may relasyon,” said Sebastian in his affidavit. Sebastian said he got a text message from Sanchez which was apparently meant for de Lima: “Sweetie, ito tex ni J: Sir nandito kayo kanina, yung bagong spokesperson ng commando nagpapasayaw ng bold show nagreklamo sa akin ang mga dalaw.” A few minutes later, Sebastian said he received a second message from Sanchez which stated: “wrong send.” “Dahil sa text ni Junel, nabuo sa isipan ko na siya ay mayroong espesyal na relasyon kay Sec. de Lima.” In his testimony, Sebastian said he saw Sanchez hold the hand of de Lima when she was entering the kubol. He claimed that he heard Sanchez ask de Lima: “Sweetie tubig?” Drug convict Herbert Colanggo had tagged Sanchez as de Lima’s bagman – Sanchez delivered the money from the drug lords to de Lima for her senatorial campaign. Sanchez, who worked as driver and security of de Lima from July 2010 to May 2015, was recently recalled by the Presidential Security Group from the security detail of Executive Secretary Salvador Medialdea. Sanchez testified last week denied being the bagman of de Lima. The highlight of his appearance in Cogress was his testimony won the video of de Lima and another former driver, Ronnie Dayan, in a sex video . Sebastian said he did not have any dealings with Dayan who had been accused by NBP officials as the bagman of de Lima.

De Lima’s former security aide, Joenel Sanchez, testified during Thursday’s hearing about the supposed romantic relationship between the former justice secretary and her erstwhile driver-bodyguard, Ronnie Dayan. Sanchez even gave graphic details that will attest to De Lima’s alleged intimate relationship with Dayan. “Madalas din kaming pumunta sa bahay ni SOJ DELIMA sa Bicol at kapansin pansin ang sweetness nila. Duterte hits De Lima: Your sexual urge brought you down

President Duterte slammed anew Sen. Leila de Lima for playing coy about her sexual exploits that led her to tolerate corruption at the national penitentiary where she supposedly accepted bribe money that funded her election as senator in the May polls. “The portals of the national government has been opened to narco-politics by the election of de Lima until now until now she plays coy, she does not want to admit her immorality when as a matter of fact Dayan, and her crave for sex made it possible for her to be corrupt,” he said. De Lima has been romantically-linked to her driver Ronnie Dayan, who also acted as bagman and liaison at the national penitentiary where they established contacts with big time criminal gang lords that mounted a drug operations to fund her senatorial bid. “Yun ang dahilan kung bakit pumasok ang narco-politics because of excessive sexual desire—she had to compromise. She compromised, not only Dayan,” Duterte said. “You must have heard Sebastian, the one where she stayed kubol in four hours Anong ibig sabihin, nagpamasahe ka lang walang nangyari,” he said. Druglord Jaybee Sebastian has been identified as the one the senator’s conduits inside jail. “Kung ako ang preso ang hindi nakakatikim ng babae—maski walang ngipin,” he said. Duterte’s attacks against de Lima came a day after her former security aide testified at the House of Representatives and went into the detail of the senator’s supposed relationship with Dayan.

De Lima admits entering Jaybee Sebastian’s kubol… but not alone and just a quickie

Senator Leila de Lima has admitted to visiting convicted kidnapper Jaybee Sebastian inside his kubol (quarters) at the New Bilibid Prison, but insisted she was never alone with him. Facing reporters at the Senate, De Lima expressed surprise at former Bureau of Corrections director Franklin Bucayu’s revelation during the House justice committee’s probe on the NBP drug trade that she stayed at Sebastian’s kubol for a long time whenever she visited him during her tenure as justice secretary. “Okay lang sana kung ang kinonfirm niya (Bucayu) na once or twice, yes, napapadaan po tayo dun sa sinasabing kubol ni Sebastian. pero di po ako nagtatagal doon,” De Lima said Friday (Oct. 7). The senator said she was always with other people whenever she met Sebastian. “Di po ako solo na nandoon na ako lang. Kasama ko siya (Bucayu) o ibang Bilibid officials like the superintendent I think of the NBP or any other BuCor official and also some of my security aides,” she said. “I will never be there na ako lang na kausapin ng solo, one on one si Jaybee. Wala pong ganoon,” De Lima added. Sebastian has been tagged as De Lima’s bagman in drug-related deals but the senator has denied the allegation. She, however, admitted Sebastian is a government asset who provided her with information about the irregularities inside the NBP.

Delima with an Iron Face

MANILA, Philippines – Past the 12th hour of a Senate hearing on the so-called Davao Death Squad (DDS) on Monday, October 3, Senator Leila de Lima walked out after being chastised by the committee chairperson for "material concealment." An “umbraged” Senator Richard Gordon chastised the neophyte senator for failing to disclose early on that her star witness Edgar Matobato, who claims to be a hitman for the so-called DDS, has a pending case for the supposed kidnapping of a certain Salim Makdum. Witnesses at the hearing – Davao police whom Matobato had earlier accused of being members of the infamous death squad – said that Matobato and several others were charged before the National Bureau of Investigation (NBI) over the disappearance of Makdum. Matobato earlier claimed that Makdum, whom he said was a “suspected terrorist,” was ordered kidnapped and killed by the supposed Davao Death Squad. De Lima, who first presented Matobato when she still chaired the Senate justice committee, admitted that the information was part of “notes” gathered over a series of interviews with Matobato in September. De Lima admitted the mistake, calling it an “oversight.” However, Gordon would not have any of it. “I am umbraged by it…. We went on a very wild goose chase here, because had we known that we would not have called all these people,” said Gordon, referring to the Davao Police who were invited to the hearing. De Lima walked out after close to an hour of heated debate between senators still present at the session hall as of posting. Trancript shows Matobato's admission A transcript provided later by De Lima's office showed that Matobato did mention the kidnapping charges against him during the September 15 hearing, the first time he testified at the Senate. Matobato, when asked if he would stand by his claim that he killed Sali Makdum, said: “Opo, ma’am kasi pinaylan ako ng kaso, ma’am ng kidnapping kang Sali Makdum. Hindi ko sila tinuro. Prang inako ko rin. Pinaylan ako sa NBI,” Matobato said. (Yes, ma'am. They filed a case against me for kidnapping Salik Makdum. I did not squeal on them. I simply admitted to it. NBI filed a case against me.) De Lima then clarified what the witness said. Matobato confirmed it. “Oo, ako ang kinasuhan ma’am. Opo ma’am.” (Yes, they filed a case against me. Yes, ma'am) A week after, Matobato once again mentioned the kidnapping case filed against him, the same transcript showed. 'Act of cowardice' Matobato had earlier claimed that President Rodrigo Duterte, during his time as Davao mayor, formed, funded and headed the notorious Davao Death Squad, a vigilante group that targeted criminals and, supposedly, even personal and political enemies of the mayor. Among Matobato's allegations was a "2002" case wherein the death squad supposedly kidnapped and killed Salim Makdum, whom he said was a suspected terrorist. Matobato named several Davao police, supposed members of the death squad, as those involved in the operation. Several of those police officials were at the Senate on Monday to testify. Matobato's details regarding the Makdum case – and other parts of his testimony – had been inconsistent. Davao police disclosed on Monday that Makdum's wife had filed a kidnapping for ransom case against Matobato in 2000 – and not in 2002 – a fact De Lima failed to disclose. De Lima later said it was part of her notes, gathered over a course of several interviews with Matobato in September. Gordon said De Lima’s failure to mention the case was “material concealment,” noting that it was “very strong piece of vital information.” Senator Antonio Trillanes IV, who has had protective custody of Matobato, read parts of the Senate's official transcript, wherein Matobato had apparently mentioned that a case was filed against him for the abduction of Makdum. After this, De Lima was fuming: "So where is the material concealment on the part of Senator De Lima? It pains me to be accused of material concealment." She demanded an apology from Gordon, who had replaced her as chairperson of the justice committee. Gordon quipped: "Don't melt down, you're melting down." Gordon against chastized De Lima, noting that she acted "meek" before Trillanes arrived. Still fuming, De Lima added: "Since no apology is forth coming, I'm walking out." She then began gathering her belongings. Speaking after De Lima had walked out, Gordon said it was an act of "cowardice" to walk out. Taken for a ride? Gordon tried to summon Matobato, but was later told by the staff of Senator Antonio Trillanes IV that he had left the Senate building “so his security won’t be compromised.” “Para bang kung nabuko na, nawala na,” quipped Gordon. (It’s as if the moment he was found out, he disappeared.) “We were all taken for a ride by Mr Matobato, and it’s so frustrating that, after all, we’re not smarter than a first grader,” said Senator Panfilo Lacson. De Lima took offense at “insinuations” that she and Trillanes purposely allowed Matobato to leave the Senate as Davao police began their testimony. Gordon said he was ordering Matobato to return to the Senate. “I feel very much betrayed by it. Not just by Mr Matobato but our fellow senators as well,” said Gordon. De Lima and Trillanes are fierce critics of Duterte, while Gordon and Lacson are generally allied with the ruling coalition led by the President. The Senate probe initially began as a investigation into the rise of killings directly linked to or suspected to be related to Duterte’s war on drugs. But since Matobato was presented as a witness, the probe has shifted focus onto allegations that Duterte had a hand in the notorious Davao Death Squad. Duterte has long been linked to the alleged vigilante group, but no cases have been filed against him because of the lack of evidence.

In the video, the woman is first seen with a man and later, the woman's face is seen making expressions as if she were engaged in sexual intercourse. Residents and motorists passing through the area soon started taking photos and videos of the screen and posting it on Twitter. The incident occured while there was traffic on the road. The hashtag #videotron immediately became a Twitter trending topic on Friday afternoon.
